SECURITY SECTOR MANAGEMENT

Security is a central component to the effective and durable development of any nation. In states which have collapsed or which have undergone significant political upheaval the security apparatuses may well have been exploited as a tool for repression; protecting the interests of the state rather than those of the population, particularly the poorest elements. Repression inhibits sustainable development and in many cases can fuel further conflict as local communities take their security into their own hands. Providing safety, security and access to justice for insecure populations is a priority for poverty reduction and peace-building.

The concepts of Security Sector Management (SSM) and Security Sector Reform (SSR) seek to restructure national security institutions, such as the military, police, judiciary, prisons and intelligence organisations, to provide effective, efficient and rights-respecting public service to all citizens.
