ArmorGroup delivers a range of Security Sector Reform consultancy services in the security sector, including those which support the development of policy, strategy, doctrine and concepts, transformation assessments and programme evaluations.

ArmorGroup’s corporate, regional and in-country management include security experts and former policymakers who have led policy and strategy units and who are well-versed with the processes and methodologies required to guide doctrine, policy, international law and conceptual development.

The ArmorGroup team is able to advise on strategy development at the organisational and operational/ programming levels, a distinction which has become increasingly important when dealing with long-term institutional engagements. This was highlighted during ArmorGroup’s consultancy to the Bahamian National Ministry of Security on policing strategy and security while it also trained Royal Bahamas Police Force criminal investigative division officers.

A critical component of this strategic policy development is the development of benchmarks and targets which can be used for internal and external evaluations of the success of the process. ArmorGroup addresses the importance of performance-based management in its wider range of consultancy and mentoring programmes in order to help develop an internal capacity to monitor performance across realistic time horizons. ArmorGroup’s experience in performance management enables its team members to engage in a wide range of independent monitoring and evaluation work which supports security sector reform and institutional development.
